Employee Furlough Plan
MPP/Non-represented/UAPD/CSUEU/APC

CSUSB will close on the following dates:

  • August 14 & 28
  • September 11 & 18
  • October 22
  • November 27 & 30
  • December 21 - 24
  • January 8
  • February 12
  • March 2
  • April 2 & 27
  • May 28
  • June 25 & 28

Employees subject to furlough are required to take a total of 24 furlough days in an eleven-month period (August 1, 2009 to June 30, 2010).

For part-time employees, the number of required furlough days is pro-rated based on the employee’s official time base.

Employees subject to furlough are required to take two furlough days each pay period (except for one 4-day exception in December) and no more than one furlough day per week. In the month where furlough days are not designated by the campus, employee requested furlough days will be approved according to their department’s operational needs.

Nineteen (19) of the twenty four (24) furlough days have been designated as “State Budget Closure Days.” Please note the campus designated furlough (State shutdown) days of the various pay periods on the 2009-2010 CSUSB STATE SHUTDOWN (Campus Closure) Calendar.

For all furlough days not covered by a campus closure, an employee may request specific individual furlough days, subject to the approval by the administrator. The administrator will make the final determination of the furlough days based on the operational needs of the campus. In the event operational needs restrict employee’s choices, the administrator shall prioritize requests on the basis of seniority.

On the days of closure, some very limited exceptions may be necessary to address areas critical to campus operations such as facilities heating and air, records, registration, housing etc. In these rare circumstances, department employees will be allowed to select an alternative day during the same pay period for furlough.

MPP and staff employees subject to furloughs who work on campus shut down days must request and obtain approval to take their required furlough days at other times only during the same pay period.

Employees represented by SETC would take vacation, CTO or Personal Holiday for the days of campus closure. If employees in this bargaining unit do not have sufficient time accrued to cover the dates of closure, sufficient time in advance will be provided to accrue overtime to cover the days of closure. Additionally, employees who desire to work will be provided with that opportunity on the days of closure.

Employees subject to furlough will not be allowed to take an additional furlough day during the same week as a State Budget Closure Day.
