What is CMS?

CMS stands for the Common Management System. It involves all 23 CSU campuses and the Chancellor's Office. PeopleSoft was selected to provide an integrated software system among the CSU. Eleven campuses are involved with the first "wave", CSUSB being one of the eleven. It is expected to take until approximately 2005 for all the campuses to be up and running in PeopleSoft. Sequentially the modules will include Human Resources software, Financials, and Student Administration. In April 2001, our campus went "live" with the Human Resources and Financials modules. PeopleSoft will replace the Legacy system for our campus.

Why did I have to attend so many different workshops?

Both the Human Resources and Financials modules were initiated in April 2001. Each system had its own classes to attend in order to perform various tasks. Assignment into financial classes was based on your existing access to FRS (Legacy). Based on your current screen access and recommendations from your supervisor, similar responsibilities were determined in PeopleSoft.

What is a Chart Field Combination?

Your chart field combination replaces what was your 10-digit account. This includes the following fields: Account, Fund, Dept. ID, Program, Project, and Class.  Not all Chart Field Combinations include a project and a class.

With PeopleSoft how do I make a budget transfer?

First, you must attend one of the training workshops offered and have the CMS team leads set up your security clearance. If you do not attend the training workshops you will not be granted access to perform that particular function. The next step involves going to the Budget Forms and PeopleSoft Queries page. You will see the Budget Transfer Request Form link, as well as the Instructions for Submitting a Budget Transfer link. Follow the instructions step-by-step. If your transfer has been accepted, you will receive notice from the Budget Office with a journal number and dollar amount as the reference number. If your transfer was rejected you will receive a notice with possible reasons for the rejection. Be sure to double-check your chart field combination.

What forms does the Budget Office use and how can I get them?

The following forms are frequently requested from the Budget Office and are available from our Web page. Go to the Budget Office site and click on the Budget Forms and PeopleSoft Queries link. You can also access these forms from the Annual Financial Plan (formerly called the Budget Book). To view these forms, you will need Adobe Acrobat or Microsoft Excel software. If you do not have this software you can download it for free. The Budget Request Transfer Form and the Permanent Position Funding Source Document can be completed on-line, or both can be saved on your hard drive for future use.

How can I look up my account?

First, you must have access to the PeopleSoft panels. Before you are assigned access, you must attend the various training workshops.

Can I transfer funds from my trust account to my general fund account?

No!

  1. Funds budgeted for the following items/programs cannot be transferred to another account without Chancellor's Office approval:
    1. Educational Equity Funds
    2. Student Financial Aid Grants
    3. Deferred Maintenance
  2. Budgets established in Trust/Reimbursed Activities (Rxxxx or BDxxx) may not be transferred to a general fund account, (ADxxx) and vice-versa. See the section on Reimbursed Activities in the Budget Policies section of the Annual Financial Plan for more information on the purpose and function of these accounts.

Can I transfer funds from my prior year account to my current year account?

No! If you want to transfer expenses, you can contact Jerry Monahan in the General Accounting Office at extension 7-5039 for detailed instructions.
