Under the supervision of the Dean of Undergraduate Studies the Project Director will be responsible for the supervision of the overall project, ensuring that it achieves its objectives. The incumbent regularly reports progress to the US Department of Education Program Officer; is responsible for the overall direction of the grant based on grant objectives, federal mandates and data results and is responsible for day-to-day operations of the project. The incumbent is responsible for all phases of the Annual Performance Report, including data collection, executive summary, narrative section, objectives, reporting on how objectives have been met, reporting on next level plans to meet unmet objectives; responsible for timelines for data collection and the quantitative and qualitative analysis of data to inform and guide practice; consultation with the district, schools and community administration to determine the needs of students at targeted schools. The incumbent is responsible for ensuring that programs and resources are implemented at targeted schools and collecting data to ensure the programs are effective. The incumbent is responsible for the development of programs, facilitation of district/school/community/CSUSB collaborations, and best practices that will meet program objectives while ensuring that such programs are aligned with state curriculum standards, American School Counselor Association National Standards and Competencies for Student Curriculum standards. The incumbent is responsible for soliciting CSUSB faculty, department, college partners and service learning connections. The incumbent will develop partnerships with community colleges for summer remediation support; work with the University Advancement Office to assure that expansion of the scholarship pool for GUIE-HSI will be a continuing part of the campus development program. The incumbent will conduct national and local presentations for GEAR UP; serve as liaison between the project, Department of Education, Foundation and the campus; communicate with the Foundation to be certain that grant guidelines are followed at the federal level and Foundation policies are maintained. The incumbent will be responsible for the approval of all new hires and expenditures against the grant; responsible for annual employee evaluations of those under direct supervision. The incumbent is responsible for the effective management of the project and oversees all aspects of the project in order to meet both the University and United States Department of Education's goals and objectives. The incumbent will have primary responsibility for the development and evaluation of all project services. The incumbent will perform all other duties as assigned.
Applicants must possess a Masters in Education or related field required as a minimum; a Doctorate in Education or related field is preferred. Applicants must have a minimum of twoyears of successful experience developing, managing, and implementing the delivery of support services to middle and high schools, or related experience. Applicants must have strong organizational, management, leadership, interpersonal, oral and written communication skills. Applicants must be able to provide evidence of successful grant writing for large-scale grants or other federally funded grants. Applicants must have a high level of knowledge of federal GEAR UP and/or other educational grant funded programs and federal and state grant regulations and their requirements. Applicants must have the ability to analyze problems and resolve conflicts, to do long range planning and develop implementation procedures, to establish rapport with other campus departments, faculty members, and other GEAR UP partners and to articulate the goals of the project to staff as well as to campus community members in order to generate support for the objectives and ideals of GEAR UP. Applicants that have experience in overcoming barriers similar to those of GEAR UP students are desirable. Application review will begin on August 24, 2009.
